Carl is Regulatory Affairs Director – Americas at GDF.
He is a globally recognised tech, blockchain, digital trade, and intellectual property rights advocate with 25 years’ experience as a trade association executive, U.S. diplomat, advisor, independent consultant, and academic working within government, the private sector, and academia.
Most recently, Carl headed up the Software & Information Industry Association’s (SIIA) public policy program and prior to that served as a U.S. diplomat in Washington, D.C. and around the world.
Career highlights include successful advocacy to include financial data in trade agreements; contributing to the EU-U.S. Privacy Shield allowing personal identifiable information to flow between the EU and the U.S.; and, coordinating within the U.S. government approval for the Marrakesh Treaty benefiting visually impaired persons.
Carl is an Advisory Board Member of the Elliott School of International Affairs Digital Trade & Data Governance Hub and a Professorial Lecturer on Internet governance at George Washington University.
